Background
The organisation legally came into existance in Bihar (Mihijam, Dumka) in 1991 after a long interaction with people and several organisations through study, training and protest action against atrocities on women since 1983. The experience showed that though women played crucial role in every movement since Independence including Nationalist movement, Communist movement, Jaiprakash Narayan movement and Jharkhand movement, the leadership, on the contrary did not come forward to raise issues like atrocities, dowry, rape, murder and witch hunting. Women were oppressed within the voluntary organisations due to gender biases.
Hence it was proposed to form an organisation under women’s leadership with a view to provide a platform to women for study, analysis and experimentation on community development as per women’s perspectives. The process initiated with the study of a panchayat in Madhupur, Deoghar.
The first executive body was formed in 1990 with eminent social activists and thinkers. 1983 से महिलाओं पर अत्याचारों के खिलाफ अध्ययन, प्रशिक्षण और विरोध कार्रवाई के माध्यम से लोगों और कई संगठनों के साथ लंबी बातचीत के बाद 1991 में बिहार (मिहिजाम, दुमका) में कानूनी रूप से संगठन अस्तित्व में आया। अनुभव से पता चला कि हालांकि महिलाओं ने स्वतंत्रता के बाद से राष्ट्रवादी आंदोलन, कम्युनिस्ट आंदोलन, जयप्रकाश नारायण आंदोलन और झारखंड आंदोलन सहित हर आंदोलन में महत्वपूर्ण भूमिका निभाई, लेकिन इसके विपरीत नेतृत्व अत्याचार, दहेज, बलात्कार, हत्या और डायन शिकार जैसे मुद्दों को उठाने के लिए आगे नहीं आया। लैंगिक पूर्वाग्रहों के कारण स्वैच्छिक संगठनों के भीतर महिलाओं पर अत्याचार किया जाता था।
इसलिए महिलाओं के नेतृत्व में एक संगठन बनाने का प्रस्ताव रखा गया ताकि महिलाओं को महिलाओं के दृष्टिकोण के अनुसार सामुदायिक विकास पर अध्ययन, विश्लेषण और प्रयोग के लिए एक मंच प्रदान किया जा सके। इस प्रक्रिया की शुरुआत मधुपुर, देवघर में एक पंचायत के अध्ययन से हुई।
प्रथम कार्यकारी निकाय का गठन 1990 में प्रख्यात सामाजिक कार्यकर्ताओं और विचारकों के साथ किया गया था। प्रथम कार्यकारिणी सदस्यों की सूची – सुश्री रेखा गुजरे, सुश्री गीता वर्मा, डॉ. कल्याणी.के.मीना, श्री विश्वनाथ, सुश्री छंदा गांगुली, सुश्री श्वेताश्री मुखर्जी (सभी बिहार), श्री दत्ता सावले (महाराष्ट्र) श्री रामआसरे दिवाकर (यूपी), श्री हरलाल मीना (राजस्थान)
